Description

The service writeNewMeeting.php was refactored in TS-Admin to delete previous meeting details so it could safeguard against duplicate meeting details and so it would fix a bug related to saving meetings. In TS-Jueces, meetings cannot currently be saved, so there is no bug. However, the refactor will still accomplish:

Maintaining an identical meeting creation process structure with TS-Admin to avoid confusion across platforms.
Preparing the code for the ability to save meetings should the feature be added.
Safeguarding against duplicate meeting details should the error occur in the future.
Simplifying the code.
