Con la sospecha del acento en "Pepe Sanchez Colón", hice un recurso de TS en el ambiente local y otro en el ambiente de QA. Local devuelve el "0" y QA devuelve el nombre correctamente.

Se resolvió el problema que tenía el ambiente local cambiando el valor de UTF8Encode de las conexiones a las bases de dato en el ambiente municipalDev.
