Important notes from the installation remarks:
The fileinfo extension must be enabled either via ensuring extension=fileinfo is present and not commented out in the PHP config file (php.ini), or via the IIS configuration GUI. This is required for file streaming to work. On Windows, the associated DLL file is named php_fileinfo.dll.
