Remove ability to resolve filing in meeting more than once

Description
Filing in meeting can be re-resolved if vote is modified before meeting is resolved.
- % Done changed from 0 to 90
- Status changed from In Progress to Approved
- Status changed from Approved to Pending Review
- Status changed from Pending Review to Approved
