Description

Adds the /code-review Claude Code skill (GitHub/gh, PHP/SQL Server security scanners, vanilla-JS frontend axis, optional gh pr review publish) adapted from the upstream Gitea/Neo4j skill, plus a knowledge-base/operations doc describing the Redmine issue -> branch -> PR triplet and redmine/gh CLI setup.
