Apéndice de TA en la cofirmación de creación de recurso no funciona

Description

Varios errores en el botón de "Ver Apendice" en la confirmación de creación de recurso con respecto al apéndice de TA.

Si no encuentra el documento se queda el loading gif para siempre en vez de poner un error message.

Al navegar al tab de "Apéndice" explota algo de frontend

Al navegar al tab de "Notificación" explota un servicio (no se le envía recourseFilingId a GET_COA_FILING_NOTIFICATIONS) y se queda el LoadingPlaceholderTile para siempre
